Philadelphia Gas Works (PGW) is the largest municipally-owned gas utility in the nation, with 6,000 gas mains and more than half a million customers. The Easy-Way Budget Plan is one method that PGW offers all of its customers for fantastic savings. Your bill is based on gas use at the property over the previous 12 months, with equal installments due over the length of your term. The difference what is used and what you've been acutally billed will be sent over the summer in what PGW calls a "true-up" bill.
