Time Warner Cable offers its customers Internet and telephone service in addition to its standard cable television programming. When you subscribe to Time Warner digital phone service, your phone signal comes through the same data feed as your cable and Internet, as opposed to the telephone company's phone lines. Like all technology, Time Warner's digital phone service is not perfect and subject to service interruptions. Learn how to troubleshoot your Time Warner telephone yourself before you spend time trying to get in touch with customer service.
Step 1
Turn on your cable television or try to access the Internet if you subscribe to those services through Time Warner. If they do not work either, it is probably a problem in the network. Contact Time Warner from a functional phone at 855-820-9903 to report the outage.
Step 2
Check any additional Time Warner phones in the house and make sure they rest properly in their cradles. If any one of your Time Warner phones is not properly seated, it disrupts the service to all of the other phones.
Step 3
Look for power to your Time Warner modem. If all of the lights on your modem are off, it means it is not getting power. Check the power cord where it plugs into the modem and where it plugs into the wall to make sure it is fully connected. Check any wall switches associated with the modem's power outlet to make sure they are in the "On" position. Check the circuit breaker to make sure there is power to the outlet.
Step 4
Plug your phone directly into the back of the modem. The phone jacks are on the back of the modem on the left side, one above the other. If you get a dial tone this way, the problem is probably with the the home's telephone wiring or the outlet in the wall. If you do not get a dial tone, plug a different phone into the modem. If one works and the other does not, the one that does not work is broken.
Step 5
Reset your modem. Unplug it from the wall and leave it unplugged for five minutes. Use a toothpick to press the "Reset" button on the back of the modem if any lights stay on after you unplug it. Plug the modem back in, wait 10 minutes and listen for a dial tone.

- Do not use anything metallic to press the reset button on the back of your modem.
